Аннотация. В статье анализируются усиление роли общеевропейских политических партий и их фракций в Европарламенте, а также влияние представителей гражданского общества ЕС на формирование общеевропейского политического пространства. Рассмотрено отношение к этому процессу политической элиты ЕС. Отмечено, что Конференция о будущем Европы приняла ряд рекомендаций в поддержку принципа Spitzenkandidaten и введения транснациональных списков. Показано, что ряд членов Европейского совета, представляющих либеральные партии, заявил о необходимости скорейшего реформирования политической системы ЕС.
