
Аннотация. Тема статьи – развитие систем оплаты труда работников государственного сектора в странах ОЭСР. Авторы рассматривают реформы во всех их элементах – базовой и переменной частях оплаты, тарифной сетке, классификации работ (должностей). Показано, как переход от традиционной единой тарифной сетки базовой оплаты труда к грейдовой шкале связан с заменой карьерной модели управления персоналом на позиционную модель, при которой ключевая роль отводится не стажу работы в организации, а квалификации работника и результатам его работы. Дальнейшее реформирование оплаты труда в организациях государственного сектора сводится к развитию оплаты по компетенциям и усилению роли грейдинга.
