Generally speaking, arms control is a historical period of transition from uncompromising confrontation to a new world order. It can last for decades with breakthroughs and pullbacks. Today many are talking about the need for new approaches to arms control but new approaches will not arise from the middle of nowhere. No measures of “soft” arms control - the vague discussions on military doctrines or experts’ debates about new interpreteations of strategic stability - can be a substitute to “hard core” of arms control of verifiable limitations and reductions of weapons and troops.
