The paper revises the old idea about dependent development of Latin America. As the author argues, the recent, post-neoliberal development signifies the decline of conservative modernisation and, at the same time, the rise of new development model – the development from within based on the own impulses to modernisation through the resolution of social problems. In this connection, the most important fact is the rise of new social actors of development, including the NGO which promote their alternative projects of development. This circumstance can become a comparative advantage of Latin America in the competition with dynamic Asian economies.
