Южноевропейское государство благосостояния в новом тысячелетии: ограничения, проблемы и перспективы европеизации (статья публикуется на англ. яз.)

Аннотация. В развитии государства благосостояния в странах Южной Европы возник ряд вопросов, касающихся его трансформации и сохранения его отличительных черт в новом тысячелетии. Откуда исходят стимулы изменений? Каковы препятствия и возможности изменений? Ключевые проблемы – стабильность институтов социального обеспечения, жизнеспособность такого традиционного элемента политики социального обеспечения, как поддержка семей, а также соотношение сил, предопределяющих масштабы преемственности и трансформаций. В статье рассматриваются вызовы, вставшие перед государством благоденствия в странах Южной Европы. Утверждается, что хотя после глобального экономического кризиса 2007–2011 гг. Греция, Италия, Португалия и Испания по-разному пытаются реализовать политику жесткой экономии, основной общей характеристикой государств юга Европы остается крайняя слабость механизмов социального обеспечения. Автор полагает, что перспективы их “европеизации” (в смысле приближения к стандартам ЕС)  ограничены тем, что национальные правительства используют предлагаемые Брюсселем ограничения и возможности в области социальной политики для укрепления собственной легитимности, расширения поля для маневра или расширения властных полномочий. Поэтому проводимые там политические реформы отражают присущие каждой стране особенности текущего момента, баланса сил заинтересованных сторон, а также социально-политических конфликтов между ними. Автор статьи концентрируется на анализе сугубо политических аспектов проблемы, тем самым отходя от основного направления в исследовании систем социального обеспечения в странах Южной Европы, в которых их институты, как правило, рассматриваются с позиций антропоморфизма, то есть в качестве последовательного набора субъектов, участвующих в процессе создания соответствующих механизмов. Сделан вывод, что для понимания различий в структурах государств благосостояния в Южной Европе чрезвычайно важно учитывать роль политического предпринимательства.
