Избирательные округа в США: джерримендеринг как аспект партийного соперничества

Аннотация. В статье последовательно рассмотрены система определения избирательных округов в США, особенности джерримендеринга и методы его выявления. Подробно анализируются современная американская электоральная география и ее влияние на соперничество партий в борьбе за большинство в Конгрессе. Автор доказывает, что обе партии занимаются джерримендерингом, но из-за демографических тенденций и растущей поляризации республиканцам проще нарисовать выгодную для себя карту. В 2011 г. после изменения округов Демократическая партия пострадала от джерримендеринга, а потому в течение последних лет лоббирует ограничение института с помощью судов и комиссий. В случае получения контроля над редистриктингом в 2021 г. она аналогичным образом воспользуется этим инструментом для формирования долгосрочного преимущества.
