April 3, 2020 on the website of “Nezavisimaya Gazeta” published an article by the Leading Researcher of the Center for European Studies, Doctor of Science (Economics) Marina V. Klinova “Coronavirus is able to maintain Macron rating. How France and the EU are trying to neutralize the effects of the COVID-19 global pandemic”.

The phenomenon of “black swans” events continued to spread in 2020: COVID-19 was added to the protest movement of “yellow vests” in France (see “NG” from 2.12.18). The global pandemic announced by the World Health Organization (WHO) on March 11 changed the reform program of Emmanuel Macron. The second half of his presidency may be marked by the fight against the socio-economic impacts and consequences of one of the most severe crises in modern history…

… The outbreak of the pandemic showed that the Nation States first began to confront the force majeure situation and battle the negative effects of the socio-economic crisis. At the supranational level, EU authorities also reacted promptly, but they need time, political will and genuine European solidarity to take real action…

… E. Macron’s large-scale social and economic measures to combat the crisis and the suspension of reforms were a forced, but the only possible solution. The long-term effects of the crisis have yet to be assessed, but it is already clear that the EU needs more funds and authority to deal with emergency situations”.
