Abstract. The 1982 United Nations Convention on the Law of the Sea is considered as the universal legal regulator towards maritime spaces and resources. However, large number of states directly violate it’s basic Articles. This raises the question: has it become a genuine «Constitution» of the seas or would the regime, generated by it, remain unchanged in the new international conditions?
