As five years passed since the beginning of the global crisis, Russian economy is once again on the edge of recession. Having failed to deliver a sustainable growth, economic policy becomes reactive to crisis challenges rather than proactive in reaching development targets. This calls for decisive corrections of recent approaches to budget spending and policies to improve investment climate.
