The U.S. in the Indo-Pacific: Adjusting Engagement with Allies and Partners

Abstract. In 2023, the U.S. engaged in active diplomacy to reformat existing and form new international institutions in the Indo-Pacific region (IPR). APEC was used as a negotiating platform to find an acceptable format for coope-ration with the PRC in the economy and to maintain a dialogue on security issues. Allied relations with the Republic of Korea and Japan were reset tostrengthen coordination of their regional strategy in the context of U.S.–China confrontation. The draft Indo-Pacific Economic Framework (IPEF) continued to take shape. The U.S.–Vietnam strategic partnership was strengthened, while Hanoi, like other countries in the region, faced the challenge of reconciling close political and business ties with the United States on the one hand, and continued cooperation with China on the other.
