Abstract. Economic growth in Japan has stalled because of sluggish demand and the disruptive effects of the coronavirus epidemic. Attempts to overcome difficulties with additional financial stimulus and promises have had limited effect and expose fundamental problems that hamper achieving the desired momentum. Against this background, the right-wing conservative mainstream continues its efforts to achieve long-term goals - increasing Japan's international competitiveness and ensuring its full participation in reformatting the regional and global international order. Another strategic task is the adaptation of the economy and society to negative demographic shifts. The change of the head of government does not change the strategic goals set by the political elite, but it also does not create conditions for any breakthroughs in the policy of their implementation.

Keywords: Japan, economic growth, constraints to growth, Liberal Democratic Party, amendments to constitution, regional diplomacy
