Syria: on the Eve of the Endgame

Abstract. In 2019, the intensity of fighting was slightly lower than in previous years.The main clashes took place in the southeastern parts of Idlib province and along the border with Turkey in northeastern Syria. In Idlib, government forces, with the support of the Russian Air Force, have achieved significant progress in their fight against Islamist groups, eliminating the threat to the northern areas of the Hama province. The situation in the North-East of Syria has significantly changed, because after the Turkish offensive the positions of pro-American Kurdish structures were seriously weakened. Another «security zone» occupied by Turkish troops appeared on the border, and part of the North-East (including the province of Rakka) returned under the control of the central government. The armed conflict between the government and the opposition has entered the final phase, which will take place in 2020. (In 2020, it is very likely that the last large enclaves of the armed opposition will be liquidated, especially in the province of Idlib, but it is too early to talk about overcoming the crisis completely, as Turkish and American presence in Syria remains, the issue of the status of Kurdish regions has not been resolved.) Amidst growing Turkish military activity, the presence of the US military in Syria has noticeably decreased. At the same time, the Israeli — Iranian confrontation remained acute, resulting in a series of massive air strikes on Syrian territory. On the diplomatic front there was a landmark progress since the Constitutional Committee convened in Geneva and there is hope for a draft of the new constitution that will lay the foundation for resolving the crisis.
