The article attempts to define the terms “Research and Technology” and “technology broker” and underscores the relevance of these two concepts to the Russian defense sector, research and economy. It describes the experi-ence of creating technology brokers in European Defence Agency (EDA) and reveals the concept of "EDA Capability Technology". It reviews the experience of formation of the State System of Scientific and Technical Information in the USSR and a single responsible authority for it – the State Committee for Sci-ence and Technology under the USSR Council of Ministers. It explores the possibility of organization of a unified state technology broker in the defense sector in Russia. The article is also devoted to the analysis of a mechanism of technology broker enabling the conversion of military industry to civilian one.
