National and Supranational Instruments of Russia’s Access to World Product Markets

Abstract. The article examines instruments of ensuring favorable conditions for access of Russian goods to world markets. Methods to increase the efficiency of the corresponding trade policy instruments and/or new approaches to their application are revealed. Apart from acceleration in conclusion of preferential trade agreements, one of the recommendations at the bilateral/plurilateral level is signing mutual recognition agreements between EAEU and third countries to provide easier access to conformity assessment and thus to reduce technical barriers to trade. A step in this direction was the Agreement on the procedure and conditions for eliminating technical barriers in mutual trade with third countries, which was signed in 2021 by EAEU member states and took effect in 2023. It is also essential to supranationalize the policy of ensuring access to foreign markets in EAEU, so that the interests of the integration bloc are advocated in a collective manner (by the example of EU). So far, the Eurasian Economic Commission (EEC) activities are of an information and analytical nature. Such a state of affairs is explained by lack of real and clearly stipulated supranational powers as well as unwillingness of EAEU member states to transfer these powers to EEC. Another necessary action in EAEU is the development of a mechanism for collective response to discriminatory actions by third countries. Such a tool is to prevent deterioration of market access conditions – in case of its implementation a third country considering restricting Russian exports would run the risk of a collective reaction of EAEU to discriminatory measures. One of the recommendations for improving the access of Russian goods to world markets at the national level is deepening the scientific and analytical component of the corresponding work of government bodies. Among those components, for example, meticulous research of the product market situation and structure where Russia can face new restrictions; regular monitoring of Russian exports to reveal possible concerns or grounds for imposing restrictive measures in third countries. It is also worthwhile carrying out reforms to minimize the risks of facing trade barriers based on non-market economy accusations. Such reforms could also contribute to improving the efficiency of the national economy. Russia should also more actively use pressure tools (i. e. special economic measures) as a mechanism of deterrence.
