Monitoring of National Health Systems

Abstract. The role of health care is reconsidered in line with the 17 sustainable development goals accepted by the UN in 2015. According to the World Health Organization (WHO), in a democratic society, the development of national health care systems is closely connected with almost all sustainable development goals. The WHO in recent years exercises profound studies in this direction. This includes collection and analysis of more than 1000 indicators of health conditions. At the same time, the public authorities of many countries still do not collect sufficient data and submit it to the society. The governments reporting in the field of the health care is still fragmentary. Respectively, the development of many national health care systems is opaque, while the quality of medical care remains too poor or even considerably worsens. The fight against corruption in the health care is nor adequate. In particular, in the Russian regions multiple violations in the medical institutions are identified. However, the local public does not have full access to such facts and to the information on the opportunities to resist to the numerous violations. The systematization of the all shortcomings is badly needed. The author offers to carry out the permanent and well-structured monitoring of the functioning of the national health care institutions activities. It is pointed out that too frequent, in many respects unreasonable organizational changes lead to further deterioration of the population health. The efficiency of national health systems should be evaluated through international ratings, primarily using such indicators as life expectancy and the share of the healthy people in the society.
