Abstract. The article focuses on the Russian course in the foreign policy of German chancellor Angela Merkel in front of discussion: what is more important in the international relations – values or interests. Much attention is paid to the analysis of the transformation of the conceptual apparatus in this area and its substantive content of German politicians and experts.
