Abstract. The author reviews the first book in Russian science dedicated to the problems and strategies of economic development and the social dynamics of Qatar, an Arab state (emirate) which due to major revenues from export of hydrocarbons managed to innovate its raw-materials-based economy developing its promising spheres. The book is based both on vast factual and statistical material and practical observations of the author who served in Qatar as a diplomat for a long time.
