Abstract. “Breivik phenomenon” (the terrorist who has committed a double act of terror on July 22, 2011 in Oslo and on the Utøya island acting alone, consequently 77 persons became victims and 151 persons received wounds of different severity) represents a part of a more scaled European picture of a blowing terrorism, a new turn in the conflict of civilizations which is getting more aggressive. The modern socio-political discourse of the European development points the elements of the Old World multicultural pattern crisis, the problems with the growing number of foreign migrants, structural reasons for Anti-Jihadism (anti-Muslim radicalism), symptoms and manifestations of socialization of a terrorist psychotype like Anders Breivik in this context. Among fatal blunders of EU-élites which influenced the atmosphere, context and political consequences of a series of European events including Norway, one may note: I. Kosovo and Balkan wars of 90s according to the “lines of faults”– bloody episodes in lasting confrontation of civilizations. II. The Constitution of the EU as a demonstration of the European identity failure. III. Artificial EU-construct of a new social community citizenship – pan-European.
