Abstract. The economic policy turns out to be efficient only in the case when its basic contents are shared and accepted by the nation’s financial and economic elites. From this point of view the authors treats the basic issue of the government’s role and place in promotion of market economy. This issue turned out to be especially acute as a result of the recent world economic crisis. Primarily, it refers to delimitation of competence and responsibility for the decisions taken and final results achieved. It is vital that the responsibilities of the executive branch of state power are duly distributed among all its levels, bodies and persons. The reformation of the activities of the government in such a manner will open the way for enhancing state’s role in the nation’s economic development and for raising the responsibilities for the quality of decisions-taking and the implementation of respective policies.

Keywords: world economy, Russia, misbalances, financial bubbles, risks, growth factors
