Abstract. The article is devoted to analysis of foreign countries policies in the sphere of interaction with the producers of double purpose products. It is concluded that in order to succeed in resolving the urgent task of putting the Russian industries on the path of innovative development we need systemic and complex approach. Its basic component relates to the government’s multifaceted economic and political supports of a broad spectrum of high technology industries.
