Abstract. The article is devoted to analysis of formation of the theory of “scientific management” (end of XIX – beginning of XX century). The focus is made on the evolution of innovative concepts of personnel management that fully developed in XX century. Also, the author deals with the differences between American and Japanese schools of management.
