Abstract. The arms shipment to highly charged regions and zones of impending and apparent conflicts has a destabilizing impact on international security. In the circumstances it is necessary to search for a more accomplished international arms shipment control order, to accelerate efforts of all parties concerned to prevent the arms moving from legal to illegal stream of commerce. The article reflects stands of Russia, the U. S. and other states on the issue.
