Abstract. This publication represents the conclusions of the regular academic seminar “Modern problems of development” conducted in the IMEMO’s Center of the problems of development and modernization. The problems of power-sharing, the specifics of the ideocratic and mobilization society, correlation between reforms and modernization, the traditional and the modern, authoritarianism and democracy, etc. are examined against the background of the realities of the historic process of political reform in China.
