Cooperation Between Russia and Uzbekistan in the Field of Digital Technologies

Abstract. The article analyzes the evolution of Russia-Uzbekistan cooperation in the field of digital technologies from the Soviet period to the present day. The study shows that despite the decline in bilateral cooperation in this sphere after the collapse of the USSR, Russia continued to play an important role in Uzbekistan’s ICT sector during the 2000s-2010s. The growing interest of Russian ICT companies in Uzbekistan can be explained by the trend toward digitalization amid the COVID-19 pandemic, Uzbekistan’s strategic focus on the development of its ICT sector and Russia’s economic reorientation towards friendly countries following the outbreak of the security crisis in Eastern Europe. Russian ICT companies are exporting their solutions to Uzbekistan, making a significant contribution to the development of the local ICT sector.
