Abstract. The article notes that Baku's active foreign policy cannot be implemented without support and alignment of interests with partners, since the composite power of the state of Azerbaijan is relatively small. For Azerbaijan, cooperation with international intergovernmental organizations serves as a means to achieve security objectives and creates opportunities for protection and promotion of other national interests. In addition, bilateral alliances sometimes act as an effective substitute for formal membership in military-political associations. Reliance on such alliances has greatly contributed to the resolution of the Nagorno-Karabakh conflict, which is crucial for the Republic of Azerbaijan, has helped to avoid negative international political consequences in the post-conflict period and will obviously remain as a political and diplomatic tool in the foreseeable future.
