Abstract. The article is devoted to the history of the development of Azerbaijani-Ukrainian relations. It is noted that the development of relations between Baku and Kiev was determined by mutual interests. Azerbaijan was looking for new ways to supply energy resources to Europe, while Ukraine needed new sources of oil. Energy cooperation has become a key issue for states. In addition, the countries cooperated in the military-technical field. Considerable attention is paid to GUAM, within the framework of which Baku and Kiev also sought to develop an energy agenda and create an integration association outside the influence of Russia. At the same time, the organization has not become a working mechanism. Since the start of the Special Military Operation, Azerbaijan has provided full support to Ukraine, advocating for its territorial integrity and providing humanitarian assistance. The opinion about the possibility of supplying Azerbaijani weapons to Ukraine is highlighted. It is concluded that the states have not become strategic partners for each other and have not been able to realize their existing potential.
