Transport Personnel: The Place and Role in Labor Migration

Abstract. Workers engaged in international transportation of passengers and cargos represent an important segment of any national migration flow. The purpose of the proposed work is to draw attention to this category of labor migrants. At least two aspects determine the relevance of the problem under consideration: the pandemic has revealed the indispensability of this contingent of migrants in conditions of force majeure. Along with a number of other migrant workers professional categories, a transport personnel was recognized as a “key profession” with all the ensuing consequences. The analysis undertaken showed the high stress resistance and stability of transport workers migration flows, even during the period of interstate migration channels restoration.
The available migration flows statistics have made it possible to trace the dynamics of the entry of relevant personnel from post-Soviet countries into Russia over the past six years. The results obtained indicate the sustainability of interstate pendulum migration/commuting flows of transport personnel even in modern difficult international relations. Cross-border migration itself would be impossible or extremely difficult without this category of labor migrants.
