Abstract. The article analyzes the military-technical cooperation between Turkey and Azerbaijan. The evolution of the development of relations between Ankara and Baku in this area is presented. It is noted that for the first decades Turkey was cautious about military cooperation with Azerbaijan, largely limited to issues of training, superstructure of institutions, etc. The regulatory and legal framework of Turkish-Azerbaijani military cooperation is presented. The influence of the coup attempt in Turkey and the 4-day war on the relations of the countries is analyzed, which resulted in the intensification of interaction between the countries. The results of this interaction are presented in the form of an analysis of the 44-day war and the Shusha Declaration. It is concluded that the states seek to create a military-political union.
