Belarus and the Baltic States: Risks and Chances

Abstract. By virtue of its geographical position Belarus is at the crossroads between Baltic states/EU members and the post-Soviet space and therefore often finds itself in the focus of European and Eurasian events. In this regard it is important for Belarus to choose the right line of conduct ensuring its national interests. Regional cooperation appears to be an underutilized resource, with the understanding that Belarus could reasonably claim regional leadership. The purpose of such leadership is seen in the restoration of full-fledged regional cooperation without divid-ing lines. The realization of this idea could help to restore regional cooperation and confidence. In its final form the project would mean the transformation of a confrontation region into a region of mutually beneficial cooperation. The task seems feasible and opens the possibility of establishing, in particular, partnership between the European Union (EU) and the Eurasian Economic Union (EAEU).
