Inclusive Development: The Concept of a Shift

Abstract. Tendencies and trends of the late twentieth and early twenty-first centuries refut-ed the basic postulate of the theory of development that growth, competition, dis-semination of knowledge and technological progress while balancing each other, will reduce inequality and poverty. In the most concentrated form the need to up-date mechanisms of development management is expressed in the concept of inclusive development promoted by the World Bank, the United Nations Development Program, the World Economic Forum and the Organization for Economic Cooperation and Development. 
The contour of inclusion has not finalized yet. However the principle of state-market cooperation – socialization of the economy – has been activated. 

This simple message formulated the purpose of the undertaken critical analysis: to find out what from the suggested proposals may be applied to the post-Soviet economic reality which is quite sensitive to the flux and reflux of migratory flows. A preliminary answer to this question has become the description of practical-oriented modules of the state immigration program.
