Abstract. Since its independence Ukraine receives regular support from international finan-cial organizations, foundations and governments of several states, including IMF, EBRD, WB, EU, USA, Germany. These loans are given on privileged (non-commercial) terms but include special conditions (conducting reforms, use of western technologies). During the last 25 years Ukraine received more than USD 60 bln, making its economy increasingly dependent on external financing.
