Abstract. The article presents a concept of a new Enhanced Partnership and Cooperation Agreement between Kazakhstan and the European Union which is called to replace the Partnership and Cooperation Agreement of 1995. It also analyses preconditions for stepping up the Kazakhstan-EU cooperation as well as for working out basic directions of the new Agreement concept.
