After the end of the Cold War, Russia genuinely tried to become part of the West. NATO’s constant eastward expansion came to symbolize the West’s refusal to establish a new partnership on an equal footing with Russia. For Moscow, the war in Ukraine not only entails considerable internal restructuring, but also, and most importantly, a complete volte-face in its foreign policy. This reversal involves a new vision of international relations and is set to last.
