The article shows that the industrial potential of the domestic industry has diminished radically in the last twenty years and become more and more outdated. The opportunities of its renovation based on the import of equipment, technologies and capital were not used to the utmost before the crisis, and when the crisis came they became even more limited. On the basis of the analysis of the forecasts of the post-crisis restoration the conclusion is made that one cannot count on the growth of import in order to meet the needs of the technological modernization of the industry.
