Supranationality in the EU.
The article is devoted to the analysis of committees in the European Union assembled of national state bureaucrats and experts (comitology committees), which operate when supranational decisions are being implemented. The «principal-agent» neoinstitutional model and the concept of ‘deliberative supranationalism» are employed as analytical tools.
At present national governments all over the world systematically delegate some powers to different agents acting in the executive and judicial spheres, including international organizations. Besides, national decisions can involve grave consequences spilling over national borders and sometimes quite painful for the neighbouring states. Thus the development of the comitology system in the EU is of interest both from the point of view of the adaptation of its institutional system and when discussing future organizational forms and practices of global governance.
