The research focuses on the State regulation and financing in USA of public services in the light of prism of federative relations for period of the XX and the beginning of the XXI centuries. The author analyses historical trends in managing of State social programs, in the system “federation–states–locals”, indicates mechanisms of its implementation on subnational level. Special attention is given the concepts and practices of federalism. The book also evaluate the reforms of State machinery, conducted by R. Reagan, W. Clinton, G. Bush-Junior and B. Obama administrations, analyzing their value for the american society interests. Research of the American experience in this field particu larly is useful for Russia with its not completed functionally and structurally regional social policy.
