Shanghai cooperation organization in China``s Belt and Road Initiative

The article aims to identify possibilities to coordinate the mega-strategy Belt and Road Initiative (BRI) with China’s projects in the Shanghai Cooperation Organization (SCO) in the PRC’s priorities and foreign policy. The relevance of the research stems from the beginning of the second phase of the BRI implementation after the Belt and Road Forum in May 2017 and the SCO expansion in the recent several years. Starting with the identification of factors behind the launch of the BRI, the article proceeds with tracing the evolution of the PRC’s priorities and policy towards the SCO to finally outline the possibilities to coordinate the BRI and the SCO in the institutional and substantial respects. As the findings of the study reveal, so far the directions, measures and mechanisms of such coordination have not been elaborated on at the expert and the practical levels. Under these circumstances, the project Greater Eurasia will increasingly depend upon the realization of the Russian-Chinese agreement to coordinate the Silk Road Economic Belt as part of the BRI and the Eurasian Economic Union.
