Russia's place in the emerging new system of coordinates does not match the resources available for its development. The problem here is not the lack of progressive dynamics as such, but the disparity of the development potential and citizens’ needs and expectations. Obviously, it is necessary to use all the means, including the "modernization partnership" with other countries.
Serious attention is paid in the book to ambiguous relationship with the United States, to the development of relations with China and to the prospects for modernization partnership with the EU. The final report contains wide range of issues related to Russia's modernization:  what are the priorities of Russia's foreign policy in terms of creating conditions for modernization; what is a modern global innovation system, where Russia should play a more active role.
