The article is devoted to the analysis of the role and significance of the USA Ministry of Defense (MoD) in the innovation breakthroughs implementation. The interactions between military-innovation development and American Offset Strategies is noted. The peculiarities of the first major military-innovation breakthrough implementation of the previous century last decades are considered. The preparation to the new innovation-digital breakthrough that was declared by the defense authorities in the middle of the current decade is studied. Considering certain succession for the USA MoD measures to the strengthening and steady raising of innovation activity in the Second and Third Offset frameworks, the key peculiarities of the new planned innovation breakthrough are marked out.
