State-Owned Enterprises in Chinese` National Innovation Policy

The article highlights issues of State-Owned Enterprises (SOEs) influence on China`s innovation development. Key stages of SOEs reforms are analyzed, as well as most important problems and limitations  for realization of SOEs innovation potential. In particular, it is stressed that despite SOEs significantly affect innovation processes in PRC, government enhanced accents on these agents distorts market signals, leads to SOEs insufficient efficiency, divert resources from successful private companies and challenges their competitiveness. Conclusion is made that more organic division of agency functions between SOEs and private enterprises and widening of public-private partnerships could be a rational solution for correcting the situation.
