The United Kingdom occupies one of the leading positions in the global market of international education. Recruitment of foreign students is regarded by governments as one of the priorities for both the country’s economy and its «soft power». However, certain contradictions arise between policies aimed at increasing the inflow of students and new initiatives designed to tighten immigration control. Based on an analysis of governmental documents, statistical data, and public opinion surveys, the article identifies the main trends in these two fields. The authors conclude that, although the importance of attracting international students to the United Kingdom remains a proclaimed priority, they are increasingly regarded as a group of migrants subject to tighter regulation. The Policy paper on migration published in May 2025 outlines new measures aimed at restoring control over the borders including preventing the abuse of student visas and indicates that under K. Starmer’s Labour government discrepancies persist.
