The questions (issues) concerning the development of the dual-use technological course priority in some foreign countries (USA, UK, Japan, Germany, France, Israel, India) are discussed. Special attentions are concentrated on the development of the above-mentioned processes in the leading industrial countries and also in European Union. The USA experience is considered in more detail. Because the USA as a matter of fact are the ancestor of the development of the dual-use technologies and dual-use innovations. The institutionalization process of the dual-use technology and formation of the corresponding legal foundation are examined. The role of the dual-use technologies in new American deterrent strategy (third offset) is analyzed. The study of these issues gives the opportunities to appreciate the problem in more detail and find the answer, concerning the contribution of dual-use technologies to the development of military-industrial base, ensuring the national and military security, and also to the growth of defense R&D effectiveness. The problems of export control in its national and international aspect are discussed. Special attention is devoted to the questions of tacit sensible technology transfer and corresponding risks of this component of technology transfer are examined.
