German Policy Towards Ukrainian Refugees

The article deals with German policy toward Uranian refugees. In 2022, European Union encounter a flow of refugees from Ukraine. The author analyses how European and German immigration policies have changed in comparison with refugee crisis in 2015-2016. According to public opinion polls, political speeches, and legislative measures the majority of population and elites of EU und Germany support reception of refugees from Ukraine. The solidarity of the EU member states in support of Ukrainian refugees allowed them to develop a policy toward refugees - Temporary Protection Directives and Guidelines for border checks - in unprecedentedly short time. With Germany combining humanitarian policy and economic goals, Berlin seeks to alleviate the shortage of qualified labor force. In order to reveal impact of the reception of Ukrainian refugees on German political field the author explores Ukrainian diaspora, their representation in political elites, and electoral preferences. The analysis of Bundestag and Government data identifies that Ukrainian diaspora is not represented in these branches of power. Ukrainian NGO and associations do not influence German society and decision-making process. Thus, the influence of Ukrainian refugees on German politics could be insignificant. However, the problem of refugees will encourage a critical discourse towards Russia.
