At present, relations between Russia and the European Union (EU) are characterized by sanctions regime, which is introduced and supported by the European Commission (the main body of the EU). There is a systematic tightening sanctions generated by the same European Commission. An integral part of the European Union are the Baltic states - Latvia, Lithuania, Estonia, which until 1991 were part of the Soviet Union, and now act as initiators of Russophobia, initiators of tightening relations with Russia, initiators of creating difficulties for Russia’s foreign policy. The transformation of political orientations in the Baltic States over the past more than 30 years is since local elites have come to power, focused on the so-called Euro-Atlantic values, and directing their activities to the detriment of Russia. Retrospectively, it is seen that these elites were in power during the separation of the Baltic states from the USSR and during their formation as independent states. The study shows that the process of separation of the Baltic republics from the USSR was built with extensive use of political technologies. Foreign political structures also actively interfered in the process. The Soviet leadership - the Union and the republican ones - proved unable to oppose adequate managerial decisions to separatist technologies.
