The economic development is now much more dependent on innovation capabilities and the spread of information about new technologies. An important role plays the way in which the scientific articles are published: in what extend the results of science research are accessible for researchers and broader public, for example for those, who work at firms. This system is by far not perfect and different countries are taking steps to change it, also in Germany. There is an imbalance in the business model of big publishing houses: they do not produce the knowledge, but they receive great benefits by the fact that they are intermediator between scientist, who made the research and publishes the results (on the money from the taxpayers), and those who read the papers (mostly also scientists). Germany is pioneer and is changing the status quo: during the last few years Germany is negotiating with big publishing houses the way the papers are published. Some German researchers stopped working for and with big publishing houses, like Elsevier. Nearly all German libraries at universities and research institutes stopped their subscriptions to Elsevier and other publishers. This trend is common among other countries: the European Union adopts documents with the purpose to support this trend in countries (like «Plan S»), also countries in other regions are making steps towards open science. In the article the results of this process are analyzed.
