The report is devoted to the analysis of major changes in the European integration processes and in the trans-Atlantic processes in connection with Germany’s increasing influence on them. Analysed are the approaches taken by political parties in the FRG to the key problems of the nation’s home and foreign policies and the reformation of the EU. Germany is assuming responsibility for the future of the European Union. Berlin is determined to consolidate unity within the EU and increase its independence in matters of foreign and military policy. The report maintains the increased role of Germany in defining the EU strategy and tactics in its relations with NATO, the USA, the RF and the Eastern European countries. Berlin has an incentive in having a sound and influential EU, an effective NATO and a dialogue of the EU with the RF. The comparison of assessments of the policy pursued by the FRG, the EU and the RF on issues pertaining to their mutual relations makes it possible to elucidate both the divergent and the unifying strategic interests of Berlin, Brussels and Moscow in the key spheres of international relations. The report has analysed the main areas of the FRG’s policy toward the countries of Eastern and Central Europe and the post-Soviet territories, the problems of mutual relations between Germany and Russia since the early 1990ies.
