Detection of scientific priorities is an essential problem for national foundations and other organizations that fund scientific research in Russia. This paper gives a brief survey of scientometric tools for analysis of scientific and technological capacities. Authors come to a conclusion that analysis of Russian capacities cannot be performed only with the help of foreign tools. Authors present such an analysis using the Exactus Expert system on the example of “photonics” direction. It proves that integration of all Russian public resources on a single platform can provide capacity analysis. In conclusion it is shown that the most promising approach to capacity analysis is a combination of home scientometric tools and expert opinion.
