Innovation-digital constituent of the military-economic development (experience of the USA)

The article addresses the intensive development of the global innovation activity and spreading of the digital effect beyond the bounds of the pure information technological system. The aggregate efforts of these two factors causes the big pressing on the military economic activities and lead to the fundamental change in all sphere of military economics and in the end to the system of national security. First of all this regards to the US - the world leader of the innovation-technological development, which is actively preparing to the realization of new innovation breakthrough in the framework of the Third offset strategy, which was launched in autumn 2014 by Department of Defense. The article discusses the main conditions, peculiarities and mechanism of forming new innovation-digital breakthrough of the US in deep and detailed comparison with the first innovation jerk, which was successfully accomplishment in the framework of the Second offset strategy in the last two decades of XX century and put the basis to the new innovation breakthrough. It is stressed in the article, that fundamental change, concerning the use of civil and commercial science-technological base in the field of defense may cause the reinforcement of military component in innovation-digital development, which may be considered as a new challenge to the international security. Whether or not it should be considered as a new challenge to the international security is a matter of controversy. But in any case it should be taking into account when we discuss the future of security in both levels: national and international.
