 In the Baltic region the topic of human capital has been quiet actively discussed in different socials classes. In spite of territorial integrity and mutual history, Baltic approaches to human capital differ conceptually. At the same time Baltics undertake efforts to find common platform in the field of human capital. But hardship arises since the present internationally recognized human capital indexes turned out to be distant to substance. More over in some cases these indexes misinform experts because they are pretentious and have no practical use. Global crises of 2008–2009 generated a need of adjustment of human capital indexes to modern world social and economic reality and possible creation of additional indices.
