The publication considers a change of economic and political structures of modern Russia under the influence of a strategy turn called in a recent time  «Putin`s plan» . The Report and commentaries stressed that on the background of good eco-nomic results strengthening of a state centralism took place, which consisted in a particular role of the presidential link among the branches of state organization. In the economic sphere significant financial flows are controlled by the structures, closely affiliated with the presidential administration. As a result the investment decisions are often made by civil-servants and not by businessmen. The situation contains the threat of big losses which could lead to a slowing down of economic growth.
Russia stands now before a strategic choice which would involve a more ba-lanced relation between the processes of centralization and decentralization in the economic and political spheres. Such a choice will require great efforts from all strata of the Russian society.
